Nabila Mohammed Noaman Al‑Hakimi is a legal expert and a consultant in international relations, negotiation, and diplomacy. She is also a prominent activist in the fields of human rights, governance, and peacebuilding, with more than twenty years of experience in political, legal, and strategic work in Yemen and at the regional level.

She currently serves as a member of the Legal Team of the Yemeni Presidential Leadership Council, in the capacity of Legal Advisor with the rank of Minister. She also works as a Legal Advisor in international relations and diplomacy, and as an Advisor with the rank of Deputy Minister at the Ministry of Education. In addition, she serves as a Political and Technical Advisor to the Arab Women Organization, nominated by the Yemeni Ministry of Foreign Affairs to represent the Republic of Yemen.

She holds a Master’s degree in Media and is currently completing her PhD in International Law, with a dissertation titled: “The Role of Negotiation in Conflicts and Governance and Its Relationship to, and Impact on, International Laws.” She also holds a Bachelor’s degree in Sharia and Law, in addition to specialized diplomas in political and legal analysis.

In terms of leadership and institutional roles, Nabila Al‑Hakimi has held several key positions, including Editor‑in‑Chief of Al‑Hadath electronic newspaper and Editor‑in‑Chief of Al‑Yamaniyah newspaper (a project of the National Women’s Committee). She was also a founding member of the National Women’s Committee, appointed by the Prime Minister in 1996. In addition, she served as an External Relations Advisor at Taiz University.

She currently serves as the President of the Media Network for Peace and Security, and the President of the “Himaya Forum.” She also heads the Track  of Humanitarian and Rights within the National Consensus for Peace. In addition, she is the Secretary‑General of the Yemeni Independent Women’s Network and a member of the political and legal team of the Women’s Consensus for Security and Peace.

She participated in the National Dialogue Conference teams as a political analyst and monitoring specialist, and she possesses extensive experience in security sector reforms, women‑related legislation, governance and peacebuilding, as well as gender‑responsive monitoring and evaluation for development. She also works as a trainer and advisor in international mechanisms, human rights, and international advocacy.

Alongside her institutional work, she is a journalist and researcher specializing in Yemeni, regional, and international political affairs. She is also a member of several professional bodies, including the Yemeni Journalists Syndicate, the Yemeni Lawyers Syndicate, and the Civil Society Organizations Coalition concerned with human rights.
